Trouble is, they've shut the barn door after the horse has nicked off.
The downgraded status meant importing technologies that grow strong weed - hydroponics and the attendant equipment and skills.
Upgrading the status will not remove these factors and strong weed will still be readily available.
Maybe if the upgrade results in a Polis 'crackdown' then imports of hash will resume.

Specifically it will affect Policing the drug and Sentencing.
More resources are spent chasing down dealers of class Bs than Cs, likewise tougher sentences are handed down for being busted growing/possessing a kilo of B than C.
The Police will, overnight, be instructed to follow procedure for a class B when searching a suspect or whatever, and magistrates will from the applicable date have to re-establish weight of sentence for the new class as well.

Seriously, from what I know about habitual use of GHB and the difficulty of withdrawal from it--for GHB, medically supervised withdrawal is a requirement, skunk weed is not even close to the same category.
It is the pendulum swinging from tolerance to back to punishment.
Take a tip from us, unless you want prisons filled with recreational users, don't do it.

What's the name of the logical fallacy that states that because cannabis MAY cause mental illness in SOME people (although that link has never been proven) it should be banned in case the people who become mentally ill as a possible result of maybe smoking cannabis go on to murder somebody, which not everyone with a mental illness does.

Since the jan 2006 re-classification there was an 11% drop in use in 11-15 year olds.
Nothing else bucked the trends of (slow) rising use.
